Abstract
There is no gainsaying the fact that Nigeria needs a social security system that would prevent people from acting desperately before it can make progress in all aspects of socio-politico-economic spectrum. This assertion is hinged on the realization that Nigeria is in dire need of a coordinated and holistic social security system that will not only protect its citizenry from economic and social risks but also help in reducing the high rate of poverty in the country. Social security places responsibility on the state to protect and provide for the individual when he is unemployed, or losses his job as a result of occupational injury, accident , when he or she grows old and when a woman is on maternal leave, just to mention a few. The state of vulnerable groups like women, persons with disabilities, and the thousands of unemployed youths in the country underscores the fact that all challenges that have impinged on successful implementation of a holistic social security system in the country for several decades need to be urgently addressed. Interestingly, the integration of ICT in sustained and sustainable social protection schemes cannot be overemphasized owing to its pervasive and persuasive nature. This paper outlines a blueprint for the design and implementation of social security scheme using ICT.
