This study sought to determine empirically the extent to which disparity in resources availability and utilization impact upon the performance of rural and urban secondary schools in Ogun State. This descriptive survey involved sixty secondary schools drawn from rural and urban settings across the four zones in the state using a combination of stratified and simple sample techniques. It included sixty principals, 300 teachers, ten officials of the State Ministry of Education, nine officials from the Teaching Service Commission, and 600 members of the Parents-Teachers’ Associations. Two questionnaires titled “Secondary Education Resources Availability and Utilization Descriptive Questionnaire (SERAVUDEQ) Forms I, II, III and IV and the “Societal Impression Questionnaire (SIQ)” were developed. These are Likert-type scales and were administered after establishing their validity and reliability. The Senior Secondary School Certificate Examination (SSCE) results for the 1996/97 academic session were extracted from the records of sample schools. Data were collected over a three month period by the researcher and trained field assistants. The responses of the subjects were subjected to One-Way Analysis of Variance Two-Way Analysis of Variance; and the Multiple Regression Analysis and Student test statics. The result of the analysis showed that urban and public- elite schools were superior to rural school with respect to the availability of academic and sporting resources. Rural schools show ever competed favourably with them in terms of availability of socio-cultural resources. Whereas rural schools utilized more academic resources than urban schools, urban schools used more sporting resources than rural schools. Whether a school was rural or urban exerted more influence on the availability and utilization of resource than the zone which the school was located. Significant relationships were found between availability and utilization of resource and students performance. Implication for the policy and practice were discussed such that resources for (academic sporting and socio-cultural activities) be adequately provided and equitably distributed to schools irrespective of location (rural/urban) or stratifications) (public/public-elite). Special incentives should be given to teachers to encourage them to work in the rural areas. Also, the government, organizations, philanthropists, Parent-Teachers’ Associations and Old Students’ Associations should give reasonable and realistic support for educational development.en_US
