This paper interrogates the context that Poverty Reduction Strategy operates as a development policy framework implemented in Benin and Nigeria, and how this provides opportunities and constraints for the objective of poverty reduction. Also, it argues that within the context of a neo-liberal ideology and strategy of development which guide the formulation and implementation of poverty reduction strategy, poor developing countries have not experienced a reduction in poverty or a promised development.en_US
