dc.description.abstractNon-compliance to town planning laws established by government, particularly regarding the observance of setback, air spaces, building codes and zoning regulations has been a major cause of urban decay. The main objectives of this study are to: identify the core requirements for granting development permits in the state, assess developers’ perception of the relevance of the identified requirements, and to examine the extent of developers compliance to the Urban and Regional Planning (or Town Planning) Laws of Lagos State. A survey questionnaire was used to obtain data from 183 developers processing permit in Eti-Osa, Lagos-Mainland and Ikorodu District Offices of Lagos State Physical Planning Permit Authority (LASPPA). Results indicate low level of compliance by developers. Some of the requirements are considered of little importance to the process by developers. The greatest hindrance to compliance to development permits by developers is the time involved in obtaining the permits from LASPPA. Socio-economic impact of non-compliance to planning laws in Lagos State was examined. This study proposes major improvement in physical planning and building control administration in Lagos State.en_US
