Abstract
The concept of literacy among children in institution's staff school was examined in this paper. The paper also assessed how literacy can be: developed in children at a very tender age. Data' was gathered from seven higher institution's staff schools in Lagos State Nigeria using structured questionnaire, interview and observation methods. The study sample from a total of 140 teachers was obtained through random sampling
method. From these 140 questionnaires. 122 teachers responded. This represents 87.1% of the total population.The study revealed that all the staff schools have a library except the Lagos State Polytechnic staff school. From this study, 95% of the teachers agreed that literacy can be achieved through reading while 92% agreed that reading becomes a pleasurable exercise for children when they are exposed to a print rich
environment. The study also identified the diverse ways by which the schools promotes reading among pupils. The study recommends that adequate attention should be given to libraries by the school authorities. Libraries should be opened to parents and also that parents should have a reading time with their children.
