dc.description.abstractIt can be safely said that serious efforts to reform the housing sector began in the late eighties with the establishment of the National Housing Fund through Decree No 53 of 1989 and the subsequent announcement of a national housing policy in 1991. Since then there have been series of reforms aimed at encouraging private sector driven housing production and home ownership as a preferred tenure type among the teeming urban population. The aim of this paper is to highlight the role of Primary Mortgage Institutions (PM Is) in housing provision bah in terms of expectations and with respect to their achievements so far. Peculiar problems are highlighted and suggestions made for improvements where appropriate.en_US
