dc.description.abstractImproving all aspects of the quality of education and ensuring excellence of all so that recognized and measurable learning outcomes are achieved by all especially in literacy, numeracy and essential life skills is one of the six (6) Education for all (EFA) goals. Teachers and their professional development occupy a central and important place in the realization of all the EFA goals, particularly that of quality in education. Efforts towards the improvement of quality in education at the primary and secondary levels shall not only include the appointment of academically and professionally qualified persons as teachers and head teachers but regular in-service training programmes for them. This study seeks to examine the policy provisions and implementation of the in-service training programme for teachers at the basic (primary) education level in Lagos State, with a view to identifying the strengths and weaknesses inherent in the system for improved teacher quality education. Two sets of questionnaire were constructed and administered to 300 teachers and 60 Ministry officials, after their validities were established using professional expertise. Data collected were analyzed using simple descriptive statistics like frequency counts and percentages. The findings were discussed and implications identified. The study advocates a school-based teacher development (SbTD) approach for continuing professional development of teachers at the basic (primary) education level.en_US
