dc.description.abstract | One of the critical objectives of Universal, Basic (UBE) is to expand access to educational opportunities to every citizens of the country. This paper assess to what extent this laudable objectives is being achieved and is of the opinion, that due to faulty implementation strategies, a vast majority of out of' school youths and adults are yet to have access to quality education. the reason for this is mainly because the implementer of the UBE scheme to accord more importance and status to the formal sector at the detriment of the non-formal sector. This paper is of the view that the non-formal education is the panacea if inclusiveness is to be achieved because it is more flexible with regards to time and location and more likely to appeal to out-of-school children than the formal sector. It is, therefore, pertinent that the implementation strategies of the UBE be overhauled to allow a better linkage between the formal and the non-formal sectors and deliberate effort should be made to accord equal status to both sectors in funding and other aspects. | en_US |
