Abstract
The article explored the global interpretations of literacy from functional literacy to instrument of enlightenment and total transformation of an individual, in a world further complicated by technology. It reviewed the multifaceted dimensions of literacy and its implications for learning within the multilingual context of Nigeria as well as the impact of and support given through ICT in promoting literacy development in Nigeria. It further argued that such support should be entrenched in enhancing literacy in Nigerian national languages so that policy statements on language of instruction could be effectively implemented, and thus literacy can have direct impact on the development of individual’s life skills.
