Assessment of two strategies of Implementing Integrated Early Childhood Development (IECD) Policy in Ondo State, Nigeria.

Abstract
The field of early childhood education has witnessed various government’s interventions since it was declared in the World Conference on “Education for All” (EFA) in Jomtien, Thailand, in 1990, that learning begins at birth. One of such is the development of a policy referred to as National Policy for Integrated Early Childhood Development (IECD)which integrates interventions from various sectors to promote an integrated holistic approach to the development of the child in its very earliest years. Among strategies stated for its implementation are awareness campaign and capacity building for teachers and parents. This study therefore assessed the extent to which these two implementation strategies are being adopted in Ese Odo Local Government Area of Ondo State. Survey research design was used. Sample consisted of
300 respondents selected purposively among community members, parents and pre-primary school teachers. The three instruments used were “Awareness of Integrated Early Childhood Development Policy Questionnaires” (0.74), “Teachers’ Questionnaire on Capacity Building for Integrated Early Childhood Development Policy Implementation (0.83)” and “Parents’ Questionnaire on Capacity Building for Integrated Early Childhood Development Policy Implementation” (0.80). Data collected was analysed using descriptive statistics of percentage, mean and standard deviation. Findings showed that the extent to which government has created awareness about IECD policy in Ondo State was low; pre-primary school teachers have only gone through capacity building programme on how to implement the early childhood curriculum while parents have not gone through any form of capacity buildingprogramme on the IECD policy. Policy makers need to design plans and actions that can help to ensure that the policy is effectively implemented especially through awareness campaign and capacity building for both parents and teachers at the grassroots.
