Architecture has been used throughout human history to construct and enhance various forms of interests in all areas of human endeavours. The role of the built form in the appropriation and occupation of territories and in fostering social and physical presence and citizenship rights, underpins the concept of housing as a social production. Lagos evidences this fact in the socially and economically accentuated profiles of its housing stocks and built environments. This paper examines the outcomes of housing policies and urban administration strategies in Lagos through a plethora of literatures that have discoursed issues arising from the practices and implementations of these policies in a manner that presents a readable profile of housing in Lagos generally and the contextual and definitive parameters of popular housing in particular. It concludes that whereas the State had problematized the phenomenon of popular housing and devised various strategies for its containment, by its policies, the State remains the main causal agency for the production and proliferation of popular housing.en_US
